Bethlehem University’s MICAD Program: A Model for Libyan Capacity Building

Bethlehem University is making significant progress in enhancing higher education in Libya by participating in the establishment of a Master’s program in International Cooperation and Development. This initiative addresses the pressing need for a comprehensive educational framework aimed at nurturing a new generation of professionals equipped to lead in the government, civil society, and private sector.

Based on the needs-assessment conducted by UNDP Libya, along with the support of the European Commission,  consultations were held with Libyan officials from the Ministry of Planning and the Ministry of Higher Education, alongside discussions with university professors, highlighted a consensus on the necessity of a consistent and long-term educational program. This program aims to blend theoretical knowledge with practical skills, targeting young professionals who aspire to build careers in development. The ultimate goal is to prepare these individuals for leadership roles, enabling them to drive informed and sustainable change within Libyan society.

One of the most promising frameworks for this initiative is the MICAD (Masters of International Cooperation and Development) program, which has been successfully implemented at Bethlehem University in Palestine since the year 2005. Developed in partnership with the University of Pavia in Italy, this program exemplifies the principles of north-south cooperation, focusing on a genuine transfer of knowledge and the localization of educational content to meet regional needs.

Directed by Dr. Fadi Kattan, the MICAD program offers a multidisciplinary curriculum that encompasses various fields, including economics, international law, and NGO management. It is designed for a diverse cohort of participants, including university graduates, NGO staff, and public officials, ensuring that a wide range of professionals can benefit from its offerings.

The project to introduce a similar Masters program in Libyan universities is the result of extensive research and dialogue with key stakeholders in Libya. Currently, several institutions, including the Universities of Tripoli, Benghazi, Misurata, Tobruk, and Gulf of Sidra, are official partners in this initiative. A Capacity Building project will soon be submitted by the University of Pavia – Italy to the EU Erasmus+ Capacity Building program for funding of this initiative. 

The initiative establishes a collaborative framework between Libyan universities and Bethlehem University to adapt and implement the MICAD program, tailoring it to the specific needs of the Libyan context. By focusing on local challenges and fostering knowledge exchange, the project aims to create a sustainable two-year postgraduate program that equips young professionals with the necessary skills for effective leadership in development cooperation. The multidisciplinary curriculum will cover critical areas essential for addressing complex development issues, ensuring that graduates are well-prepared to contribute to positive social and economic change.

Bethlehem University’s involvement in establishing a Masters program in Libyan universities marks a significant advancement in higher education and capacity building in the region. Through this collaborative effort, Bethlehem University not only extends its educational outreach but also plays a crucial role in shaping the future of development in Libya, fostering a culture of informed leadership and sustainable growth.
